The state of political transformation in the BTI consists of five criteria, which in turn are derived from expert assessments in 18 indicators. Our concept of democracy goes beyond free elections and political participation. It includes the functioning of the rule of law and stateness as well as the acceptance, representation and political culture of the democratic system.
