Armed groups, driven by social, economic or political interests, continued to assert control across the country and gang violence was common in Bangui. Crimes such as murder, torture, sexual violence, theft, abduction, destruction of property and illegal possession of weapons continued with impunity.

High levels of insecurity and the poor state of the national road network continue to have a devastating impact on the country’s fragile economy. All relevant indicators of socioeconomic development show a very bad standing.

Deep structural, political and social constraints continue to hinder sustainable improvements to Central Africans’ livelihoods. To confront these challenges and to prevent the recurrence of violent conflict, external actors must commit to long-term engagement.
