Politicians have started to involve indigenous constituencies, rather than obtaining support of a close-knit elite circle. President Weah stands as a symbol of the integration of the indigenous community, but the state faces challenges of patrimonial structures and corruption.

Macroeconomic stability has suffered during the review period, primarily due to a reduction in forex imports as the United Nations mission in Liberia was withdrawn and export commodity prices remained low. Economic dependence on a few goods, in particular iron and rubber, increases vulnerability.

The new government demonstrated little experience and a lack of internal political coherence. It will need to create the foundations for political flexibility and learning.
