Overall, the fight against corruption and office abuse remains robust, focusing on actions of high profile and impact. Special investigation services and other institutions have demonstrated the ability to take necessary action and withstand political pressure.

Robust economic growth continued and macroeconomic stability was preserved and strengthened. Foreign direct investment has increased, especially in the manufacturing sector. Private investment also grew, thought this remains below levels sufficient to help Lithuania escape the middle-income trap. In June 2018, the country joined the Organisation for Economic Co-operation and Development (OECD).

The government implements many of its reforms effectively, although generally in a piecemeal rather than comprehensive manner due to low external pressure to reform (since EU accession) and a lack of political leadership and its fragmentation.
