The separation of powers between the legislature, the executive and the judiciary is clearly spelled out in the constitution. However, a strong executive government has increasingly rendered parliament ineffective.

Economically, the period under review has seen declining growth and growing fiscal problems for the government, although there seems to have been some turnaround in economic activity in 2018.

The government has committed to an anti-corruption strategy that includes an independent anti-corruption commission, a more accountable public procurement mechanism and a range of political reforms.
