All basic functions of the state are performed by the different levels of government as elected officials have effective power to govern. Further, freedom of expression is fully guaranteed for citizens association and assembly rights are fully guaranteed by the constitution.

Uruguay is the most socially integrated country in Latin America and income inequality shows the lowest rate in the region (2016). However, the good numbers in poverty reduction an income distribution shall not hide significant challenges the country still faces. Gender inequality and social inclusion of people with African descent are to mention here.

Uruguay is institutionally fighting corruption since the 1990s. Anti-corruption laws, an independent agency and clear rules for transparency and accountability have made Uruguay the least corrupt country in the region.
