Between 2023 and 2025, Kyrgyzstan consolidated its autocratic political system as civic space and opposition freedoms were further curtailed. The State Committee for National Security intensified repression by arresting numerous individuals for alleged political crimes based on social media activity. Despite reduced transparency and accountability, President Sadyr Japarov remained highly popular.

The economy grew by 9%, driven by revenues linked to the war in Ukraine, higher gold exports and construction. Improved tax administration increased social spending, but arbitrary prosecution of businesses undermined confidence and highlighted weak rule of law in economic governance.

The growing power of the State Committee for National Security risks internal instability and undermines institutional checks within government. Increasing exposure to Russian propaganda further eroded independent policymaking and deepened Kyrgyzstan’s geopolitical dependence.
